In an arrangement having both electrical and diesel driven engine pump, is NFPA 70 695.3(B) requirement still needed?

PS: I know that for one electrically driven pump, if the source is not reliable, I could then for example have it fed from utility company and have an ATS to a local generator. My question is related for the situation where I have 2 separate pumps, because in terms of reliability, I would be enhancing it as well.
