NFPA 820 FIRE PROTECTION WASTERWATER TREAMENT

I am working at a wastewater treatment plant where there is not fire alarm being installed under the contract. Reading sections of NFPA 820 standard for protection in wastewater treatment facilities they have sections of different areas/structures of the plant. Example table  6.2 A solids treatment process number 2 grit handling BLDG calls for a fire alarm system. Now stupid but does that mean a fire alarm system needs to be installed? I have the company who engineered the job telling me no.
