alarm response time by security personnel

A manufacturing facility has a security company as it's first responders to any alarm. The fire department is not called/notified unless  the security company determines the need for assistance. The facility has numerous false alarms which evacuates  the production floor and cost thousands per minute. The client would like to program the initial alarm as a supervisory for the security team to investigate and then if it is an actual event, initiate a second alarm via pull station or manual switch at the FACP.

What is the acceptable response time for the security team to investigate the "alarm/supervisory" signal? The client does not want a time delay that would impact the evacuation in an actual event.

 

If you could please provide a code reference on the response time that I may present to the client.
