Operational test for water spray fixed systems

Greentings.

My name is Fernando and I'm a mechanical enginner for an oil company in Brazil.

We have some interpretation problems with the operational test for water spray fixed systems described in NFPA 25.

According to the item 10.3.3.3.1.1, Where the nature of the protected property is such that water cannot be discharged, the nozzles shall be inspected for proper orientation and the system tested with air to ensure that the nozzles are not obstructed.

Does this means that I can change the full wet operational test for minor tests, like checking everything before the ADV, dry test after the ADV (checking for pipes and nozzles obstructions) and drainage test? Would that be considered an operational test?
