Would NFPA 13R apply to an apartment building that is pedestal built with proper separation but over 60' tall?

I watched video by Matt Klaus on You Tube in reference to "Does NFPA 13R permit a 4 story residence to be built on top of single story podiums or pedestals?" In his video he states that a building of this type is allowed to be protected by a 13R System.  However, he doesn't address the language saying buildings not exceeding 60 ft (18 m) in height above grade plane. I have an apartment building that is being built on a pedestal with 2 hr. separation, but the roof line is over 69' so can it be 13R or should it be straight 13?
