Fire Flow Question

We are the water supply consultant for a developer proposing a 3-story hotel with Sprinklers. I see Table B105.2 which identifies the minimum fire flow as a heading and two lines for fire flow "Section 903.3.1.1 of the IFC" and "Section 903.3.1.2 of the IFC" but it only references "25% of the value in Table B105.1(2)" for both of them which I do not have privy to.  Also it states "duration is in Table B105.1(2) at the reduced flow rate".  Then there are two footnotes below these entries which correspond to the sections 903.1.1 and 903.1.2 respectively, which state that "the reduced fire flow shall not be less than 1,000 gpm or 1,500 gpm, respectively".  I am not sure what the difference is between 903.1.1 and 903.1.2 which causes the required fire flow to increase from 1,000 gpm to 1,500 gpm.  Also the information does not give the required flow duration in hours.

We are at a very preliminary engineering stage but developing a design for the local water system of storage, pumps and piping so it would be very helpful if I could know whether my minimum fire flow requirement would be 1,000 gpm or 1,500 gpm.
