Based upon are interpretation of the definition a variable frequency drive ( VFD) or a motor starter would fall under that category. Could a VFD or motor starter be interpreted that way?
In the NFPA 70E 2018 edition a motor control center is defined as "An assembly of one or more enclosed sections having a common bus and principally containing motor control units."
Motor control centers are simply physical groupings of motor control units in one assembly. A motor control unit is a single enclosure containing the motor starter (or VFD) , fuses or circuit breaker, and a device for disconnecting power.
If I understand your question correctly, the motor starter or VFD would not be considered a motor control center. A enclosure containing a disconnecting means, short circuit protection and either a motor starter or VFD would typically be considered a combination motor starter.
