Poor outside Public Safety radio coverage

IFC 510 states "All new buildings shall have approved radio coverage for emergency responders within the building based upon the existing coverage levels of the public safety communication systems of the jurisdiction at the exterior of the building." The existing coverage is below the -95db requirement that is being forced upon the building owner of a new building.  Our question is at what point or does anyone have any past experience with when we can push back on a AHJ enforcing this code and requiring an DAS system in a small commercial space when the existing radio coverage is so poor?
