"Hot Patches"

During a recent state inspection the inspector sited us for using "Hot Patches" in a two hour wall. This is a patch is covering a approximately a 2"X 2" hole using a piece of type X drywall screwed into the existing drywall and fire caulked around the patch. He said this was against a code in NFPA 221 and NFPA 101. After looking in many different places  I was unable to find where this was prohibited. Can you direct me to the code reference in regards to this.
