Excessive PSI on Sprinkler System

What are some reasons or problems that would cause a sprinkler system gauge to have excessive readings?

 

This has been a recurring incident at one of our facilities. Sprinkler contractor changes the gauges, but the problem persists.  What could cause this? What would the fix be?

 

This facility is located in Florida. This is occurring in riser rooms that are both, climate controlled and open to environment. PSI readings are normal between 130-150, the excessive readings are getting as high as 290psi.
