Owner's Information Certificate Fig. A.23.1.[b].

Please I need guidance on the following: many times the Owner's Information Certificate is signed by the secretary of the owner or the manager. I advise them that the Owner's Information Certificate should be signed  by the Fire Sprinkler Contractor or the Professional Engineer. Their answer is  that the this requirement is the owner responsibility.  Frequently the owner is a businessman that has multiple properties and he is not familiar with the NFPA 13 standard.
