I have a dry system feeding a third floor apartment building. I am trying to figure out if i can reduce the calc area in this area or would i need the full 1800 S.F.? The whole floor is 3400 S.F.

Am thinking you have to go with 1500 plus 30 %

its 13. I need a four inch main and 2 1/2 inch branches to make it work and its way overkill for what it is. i am using 1800 but do not feel as if its is applicable in this situation.
What is the actual room size?
Is your calc area less than 1500 or 1950??
