Unfortunately the public input period and first draft meetings where the first revisions for the 2020 NEC were created have already occurred. The first revisions will be letter balloted by the code making panels starting on 3/9. The balloted first draft will be posted to the public for public comments in early July. The public comment period is about 6 weeks long. Public comments are permitted for any first revision change or to bring back any public input that was was submitted for the first draft, but was resolved by the code making panel for any number of reasons. You can submit a public comment on any first revision change to be addressed by the code making panel at the second draft meetings, but any new proposed change would not be accepted as it would not be subjected to public comments.
Second revisions to the first draft will either amend a first revision, bring back a resolved public input, or could modify a first revision that did not pass the panel ballot with a 2/3rds vote.
The second draft meetings are scheduled for late October/early November 2018. The second draft will be posted for NITMAMS in April 2019, and the certified amending motions will be addressed by the NFPA membership at the 2019 Technical Meeting in June 2019 in San Antonio. The 2020 NEC will be finalized and published by the NFPA in the early fall of 2019.
If you want to propose any new material for the NEC, you will have to wait until the 2023 NEC revision cycle begins in early 2020.
