Electrical Code question at meter box/panel box

I installed a new meter box and panel box on a single family residence In Rensselaer County, NY area.  This was a OH service with 2 1/2" rigid from top of the meter box up to the mast head.   I am going out the back of the meter box with SEC cable to the top of the panel. The meter box is directly outside from the panel box, so I am going to sleeve through the 8" cmu wall with  2" PVC. (The house is 8" cmu with 2x4 framed walls inside).  I am only going to sleeve through the wall until it just gets passed the interior walls and then run an open cable to the top of the panel box. MY question is, at either end of the sleeve where I have a 2" plastic bushing at the meter box to where it comes through the interior wall, do I need to have some type of clamp on the PVC securing the sec cable, or can I just make my connections at the meter box and run the sec cable through my sleeve and then clamp down the sec within 12 inches of the cable coming through the wall.  Thanks in advance, John
