I already visited the site. I have found only PVC pipe is listed for underground services, whereas they are not mentioning about steel pipe listing for underground services.
I see Section 10.1.1.3 for underground piping permits steel piping between the hose coupling on the fire department connection and the check valve installed in the fire department connection and no where else underground.
Under 10.1.1.1 ductile iron, concrete, plastic, brass, and copper is the only material that has manufacturer standards to comply with NFPA 24.
Ductile iron is the a very common underground water piping for domestic water.

Here is a good article on the material engineering of ductile iron.

Please let me know if this helps.
Currently the are no listed steel pipe for underground fire service mains available in the market. The closest is an stainless steel L shape pipe for connection between the riser and the underground pipe. Also, as Milt said, galvanized steel pipe is acceptable between an underground check valve and a fire department connection.
