Why did NFPA 55 allow for 750cf of Class 2 Unstable (Reactive) gas?

It appears that for as long as there has been a Maximum Allowable Quantity chart in BOCA and now IBC/IFC that the maximum allowable quantity for a Class 2 reactive gas was limited to 250cf.  The 2015 IBC and IFC increased the quantity to 750cf based on NFPA 55 editions 2010 and 2013.  I am trying to find the logic behind the NFPA 55 quantity increase.  Can someone lead me in the right direction?
