Exception for #6 GEC to ground rods

What is the technical answer as to why a #6 CU GEC is the largest get that needs used on ground rods that are not connected to any other GEC requiring larger. For a 25 ohm resistence the current would be 4.8 amps. What is you lost your neutral only (a tree fell) wouldn't you 120volt loads try to use the GEC to return to the source ?
