What code section states a fire alarm system has to be monitored?
In the international fire and building codes, it states it.
You would have to look at the building and fire code adopted, where the building is located.
If you can find the code and year edition and post that info, can possibly give you a section to look at.
Also, some city governments adopt local ordinances, that will specify requirements.
The building was built in 1996 it is a suppressed building with alarm system. It is an assisted living four story building
the fire sprinklers alone, should kick in monitoring requirements.
Once again, the locals could say yes required, or no not required, so check with the locals.
Why the question?? Is the building not monitored, or the system is broke and no one wants to fix it????
System is not monitored They have a central station and claim they ha e a person sitting at the deck. But found out that person is only there from 8-8. And no one at night

I would be more interested in:
Has the fire sprinkler system had an annual inspection every year?
Has the fire alarm system had an annual inspection every year???
You might also check to see if the fire department or any other city agency does an annual inspection of the property. You can do this through an open records request to the city, and I would ask for copies of any inspection reports for the past three years.
Sounds like time for anyomous call to fire marshal or fire chief
and keep going till you get results
monitoring is cheap now a Days
