Are sprinklers required to be installed above a ceiling system that meets the criteria of an open-grid ceiling as defined in section 8.15.14 of NFPA 13 or may they be installed only below?

Forgive me for my incredulity. Its just not that simple.
Section 8.1.1 (3) & (6) of NFPA 13 are the basic requirements for location of sprinklers. Section 8.1.1 (4) permits sprinklers to be omitted from areas allowed by the standard. Section 220.127.116.11 has the provisions for the location of the sprinklers below ceilings. What is ceiling that this standard refers to? Section 3.3.5 defines the types of ceiling for the application of the standard. Does the grid ceiling system meet the definition of the ceilings in Section 3.3.5? I am going to say yes.
Section 8.15 has the provisions for special situations for locating sprinklers. Section 8.15.14 has the special provisions for installing open-grid systems beneath sprinklers when those sprinklers are installed per the requirements of Section 8.1.
What happens when the grid system does not comply with Sections 8.15.4 (1) & (2)?
In my opinion under these circumstances, the grid system is a ceiling and the sprinklers must be installed under that ceiling in accordance with the standards. One would need to look into Section 8.15.1 for the provisions for concealed spaces above that grid ceiling system to determine if sprinklers are required in the space above the grid system.
