Are wet barrel hydrants in cold climates allowed?

I just completed a hydrant flow on a wet barrel hydrant in New Jersey. The entire thing is wrapped in insulation to keep it from freezing. Not sure who or when it was installed (and I didn't want to remove the insulation to get a date on it). Amazingly it hasn't frozen and still works properly.  I would like to recommend it be replaced with a dry-barrel hydrant. Does NFPA expressly state anything regarding this?
