PreAction system with single interlock is it dry system?

Good morning,

 

I would like to ask about PreAction system with non or single interlock. For that type of the system, is it should be treated as dry system? Because based on 7.3.2.2 it looks like for single interlock system it can be designed as water system, and there are no restriction like for double-interlock system which need to be designed as dry system which include time of reaching water to sprinkler.

 

7.3.2.2 Size of Systems — Single and Non-Interlock Preaction Systems. Not more than
1000 automatic sprinklers shall be controlled by any one preaction valve.
