I am trying to get clarification on the requirements of an visual/alarm system in mixed use occupancy warehouse @ ~150,000 sqft with ~50 to 75 occupants.
NFPA 101: 6.1.14 & NFPA 1: A.188.8.131.52, It's not clear to me, if the code is saying that the AHJ makes the "CALL" on whether the space will require visual/audible alarm system? My interpretation is that it depends on the number of personnel, floor plan configuration and the size of the structure that will determine if an visual/audible alarm system is required
My answer was based on the 2012 edition of NFPA 101.
In accordance with Section 184.108.40.206, occupancy classification is subject to the ruling of the AHJ where there is a question of proper classification. There is probably no question the warehouse is a storage occupancy classification. However, there may be a question that the other occupancies are incidental to the storage occupancy or an occupancy on their own. This may be something the AHJ will need to decide.
It is the code, not the AHJ, that makes the decision that the building will require fire alarm system and occupant notification unless local ordinances, rules, regulations, or laws have other provisions modifying the codes.
In terms of life safety in mixed occupancy buildings, the most restrictive code requirements of the occupancies involved apply. Therefore, the subsections _.3.4 of the NFPA 101 occupancy chapters for the occupancies involved for the fire alarm system. The most restrictive requirements of those occupancy requirement will apply. Occupant notification required in the _.3.4.3 subsections of NFPA 101 occupancy chapters for the occupancies involved apply. For example, mixed new storage and new business occupancies are required to comply with the most restrictive requirements of subsection 220.127.116.11 or 18.104.22.168 for the entire building for occupant notification (visual/audible alarms).
This is somewhat a complicated concept especially when there are multiple mixed occupancies (>3) in one building.
