NFPA 82 Concerning the venting requirements for a linen chute

I am reviewing a alternate solution concerning the vent of a linen chute in a 56 story high rise.  The professional has proposed to vent the linen chute out the side wall rather than 3 feet above the roof (NFPA 82  5.2.2.4).  He has suggested to add smoke detectors in the chute which would activate an exhaust fan to ensure smoke does not spread beyond the point of origin.  Is the vent on top solely to control the spread of smoke or does the vent have other functions that should be considered?
