Dry chemical ABC fire extinguisher question

I understand the monthly inspection, the vague annual maintenance checkup, the 6 year recharging and the 12 year pressure testing requirements for dry chemical fire extinguishers.  The monthly inspection makes lots of sense to me.

 

I am very skeptical of the 6 year recharging and 12 year pressure testing requirements.   Based on my understanding of physics and chemistry, a fire extinguisher sitting neglected but pressurized in a protected corner out of the weather and not abused, ought to be good for centuries. 

 

Has NFPA done any actual testing to justify the 6 year recharging and 12 year pressure testing requirements.   Or is that just an individual person’s or a committee’s best guess on being prudent?
