We have a pad mounted transformer surrounded by a fence with only 3 feet of separation. This inhibits us to properly station a safety watch for the purpose of contact release. Anybody have any suggestions?
In addition, this is a 12.5kv pad mount with a calculated arc flash boundary of 40 feet.
I agree with your concern on this issue, if you are going to work on this transformer while energized, shock Hazard Limited Approach Boundary for exposed energized 12.5kV conductors is 5 feet, I would recommend that your safety watch is outside of this boundary in order to assist in contact release, therefore either temporarily take down the fence material or rework the fence permanently to allow for access and egress of the two qualified workers in the event of an emergency (maybe re-work the fence to be a gate on the disconnect side of the transformer). Depending on your safety programs philosophy, your safety watch could be within the 40' Arc Flash Boundary if proper PPE is worn.
