Complex Lockout Article 120

It states when multiple persons put a lock on , paperwork has to be filled out with one person being in charge. Is this just for electrical work or for any time multiple locks are put on? We work in a production facility and when it comes time for clean up or maintenance on a machine multiple locks have to be put on. We train all our employees to be authorized to do lock out so does one person still need to be in charge and paperwork needs to be done or is this just for electrical work? Just looking for a answer cause we have had different opinions on it.
