Not sure what you mean by double headed hydrants
Normally in a city, the city specifies what type of fire hydrant to be used.
If the city does not have authority, than the business owner would dictate the fire hydrant to be use.
One other factor would be the fire department that services the facility to see what they nee.

NFPA 24 states that hydrants need to be of an approved type (i.e. the type of hydrant has to be approved by the authority having jurisdiction). If the authority has issued written approval for using a particular type of single outlet hydrant, then you can use single outlet hydrants.
I had 2 double steamer hydrants in the city, But I also had big water, 24 - 36 " main.
