Voice Message Evacuation

In NFPA 72, 2010 Edition regarding voice evacuation message content ( in a elementary school it indicates a minimum of 2 cycles preceding and follow the voice message. In Annex A, it states "Generally, the emergency message should consist of an alert tone of 1 second to 3 seconds, followed by a voice message that is repeated at least three times. The alert tone can be used in between repeats of the voice message". My question? can the voice message be repeated three times, then go into tones only for the remainder of the activation of the fire alarm panel or does it have to consist of voice message, then tones and back to voice messaging.?
