I work in a Prison the secondary hydrants are contained behind a locked fence. My understanding is that they are to be ready too be used as the primary correct? So does this not violate code?
Well more than likely not.
Most everything is locked up.
You do not say if you are in a city or out in the middle of nowhere.
Does not matter, hopefully the prison and local fire department have some SOP on how to respond, and how to access the property and fire hydrants.
