Is it possible to use treated industrial effluent as hydrant water?

Might be able to use the waste water.
NFPA 24 may apply to your situation.
Section 5.1 of 2019 NFPA 24, Standard for the Installation of Private Fire Service Mains and Their Appurtenances requires a connection to a waterworks system. The NFPA standard does not define a waterworks system. State and/or local regulations govern the requirements for waterworks systems.
I can not speculate what the local building codes and regulations are.

Is there any specific requirement of water quality such as pH, TDS etc.?
There may some standards applicable from the American Water Works Association for a sustainable piping system.
