is a conduit system required for all components of a smoke control system
If your are designing in accordance with NFPA 92, the answer would be yes for mechanical damage to wiring and I do not know for the suitability for its intended use and probable temperatures.
Section 6.6 Materials of the 2018 NFPA 92 requires but not limited to duct materials, electrical wiring, and fans to be suitable to for its intended use and probable temperatures. Conduits by themselves may not be the materials chosen for compliance to Section 6.6 as the wiring may have to be separated by fire resistant construction.
I can not speculate what the local building codes and regulations are for wiring smoke control systems.
A fire protection engineer should be retained to advise the materials.
Thank you for your time.
