Interior Wall Covering on a Fire Rated Wall?

Does anyone know if this new type of vinyl wall covering would be allowed on a "fire rated WALL", not a fire rated door. It is a peel and stick wallpaper that is made of 'vinyl'. We want to spruce up an area of our hospital (a small wall, 10ft long) but our engineering director is saying this isn't allowed. I'm not sure he is 100% correct because I have seen exceptions in the interior decorating section of the California fire code and building code if the material is only so thick.  


Yes, we are in a hospital and yes we know everything is fire rated and super regulated but the we really want to add some life to this old facility!! Is this allowed to be put on a fire rated wall? I have a picture attached.
