Can a trained "Qualified Person", who is NOT an electrician, remove a residential main-service-panel cover, for the sole purpose of taking pictures, if they use proper PPE? Or must the panel be de-energized via the Main-Breaker, OR at the meter?

- CFR 1910.333 says "Live parts... shall be de-energized before the employee works on them..."

Does removing the main-service-panel cover (120v) and taking pictures fall under the definition of "works on them"?

-- If so, can the Main Breaker be shut off, or does the service need to be completely shut down behind the panel (at the meter), in order to remove the panel cover?

 

* This is for inspecting the panel for a potential solar project
