Am I required to install AFCI breakers in order to pass building and safety inspection?
Possibly but it will depend on which NEC version is being enforced and if any local amendments have been included.
Typically for a service change, the existing branch circuits do not require AFCI protection, unless the branch circuit has been modified, extended to include new loads, or the original wiring has been replaced. The exception to 210.12(D) permits an extension for a branch circuit up to 6 feet to accommodate for service changes.
Keep in mind that some of the wiring methods and installation practices from the 1920's may not be compatible with AFCI technology.
If in doubt, consult your local electrical inspector.
