Maybe it's a matter of persepective? It would appear to me that the doors int he photo are on the egress side, that is to say the occupants of "Sections C & D" would be exiting into the main corridor that the picture was taken from? That would explain the lack of proper EXIT signage in the photo. Again, assuming that is the case, the corridor really only gives one option and I would be more inclined to think with decent illumination and an illuminated sign above, I'd certainly consider allowing the lower portion of the doors as advertising. Another question would be is the "advertising" going to only face the corridor side? Then the egress side could again be easily contrasted to be readily visible without any question?

Looking at your photo, I would say adding advertising on bottom half of the exit doors would not add to the requirement of a clearly recognizable exit door in accordance with Section 7.5.2 of the 2018 NFPA 101. There are already too many signs around the exit door to meet the recognizable and visible requirements of 7.5.2.2 and 7.10.1.2.1. In my opinion, there should be a battery-powered continuously illuminated exit sign on the wall above the exit doors in compliance with Sections 7.10.1.2.1, 7.10.1.8, and 7.10.5.2.
