I am wondering if a sprinkler head must be changed out if there is only paint, due to painting of the pipe, on the threads near the pipe and not on the surfaces above?

I would like include belated addition to Cda's comment.
This is how I would evaluate the situation.
When two or more standard response sprinklers in a compartment has non-factory painting of the sprinklers' operating element, bulb, deflector, or coverplate, replacement of the sprinkler is in accordance with NFPA 25, Section 5.2.1.1.1. This finding should be an impairment to the system and in accordance with Section 5.1.4 of NFPA 25, Chapter 15 impairment requirements would apply to the system.
When one and less than 50% of the standard response sprinklers in a compartment has non-factory painting of the sprinklers' operating element, bulb, deflector or coverplate, replacement of the sprinkler is in accordance with Section 5.2.1.1.1. This finding should be a critical deficiency of the system and the maintenance of sprinklers will apply in accordance with Section 5.4.1.
When any quick response or residential sprinkler has non-factory painting of the sprinklers' operating element, bulb, deflector, or coverplate, replacement of the sprinkler is in accordance with NFPA 25, Section 5.2.1.1.1.
This finding should be an impairment to the system and in accordance with Section 5.1.4 of NFPA 25, Chapter 15 impairment requirements would apply to the system.
So to directly answer the question. In my opinion: No; the sprinklers painted as noted do not require maintenance or the impairment requirements of the standard.
However, there are some inspectors that would have a difference of opinion about Section 5.2.1.1.1. I would avoid as much as possible painting any part of the sprinkler assembly including the escutcheons. Especially, if it is a health care occupancy.

I would say no, if not on the fusible link or bulb, prefer none on the frame,
But pipe and threads should not affect the operation of the sprinkler, that is what you should look for.
