The 2015 NFPA 101 references 2013 NFPA 13. Paragraph (2) of Section 2.1 of NFPA 101 for referenced documents resolves the issue of the conflict pointed out. "Where the requirements of a referenced code or standard differ from the requirements of this Code[NFPA 101], the requirement of this Code[NFPA101] shall govern." Based on the information provided Section 30.3.5.3 of the 2015 NFPA 101 governs.
I can not speculate what the local building codes and regulations are for the resolving of the conflict.
