Can I use 16 AWG cable to a motor?

Details:   NEC 430.22(G) (2)    This suggests that for the wiring from the VFD to the motor, with a smaller motor (FLC < 5.5A) that the circuit breaker must be specially marked 10A suitable for 16 AWG copper wire.   Is there any way to use 16 AWG wiring from the motor to the VFD using a normal 15A breaker?  Thanks very much.
