Can a flammable storage cabinet be stored within the 35' radius of a designated hot-work area?

NFPA51b requires combustible materials be at least 35' away from a Hot Work area, including a "Designated" Hot Work area. NFPA51b and NFPA30 don't specifically cover whether you can store a flammable chemical storage cabinet within that 35' radius and if that is a sufficient "cover" for the flammables in the cabinet. Does anyone have any insight on this? I know common sense says not to put the cabinet in the area, but if there are no ways around it, is the cabinet sufficient or is there a specific requirement somewhere else covering cabinets within designated hot work areas?
