Construction Paper Decorations Covering Schools

Greetings,

 

I am an Occupational Safety and Health Specialist for 15 public K-12 school districts in Washington State. I have had a few school districts struggle to keep teachers from putting construction paper over whole sections of hallways and covering exterior doorways (fire exits). The only code we have been able to find says that walls can only be covered up to 20%, but it does not say what constitutes a wall so teachers are arguing the "wall" is the entire hallway. We also could not find anything about covering doors. Can anyone please provide me with the code or even studies that would help the district to limit the amount of construction paper in the schools?
