Clairification of service point

Industrial installation: Utility company brings (primary metered) 29 KV 3 phase to a customer owned (and maintained) switch yard, which then is transformed (by customer owned transformers) to 13K for distribution around the customers property. At several outdoor locations around the site the customer has 13kv switch gear feeding 13kv to 480 v transformers and in some locations transforming 13 kv to 4160 v. The 480 and 4160 volt transformer secondary's actually enter the buildings  to supply multiple electric panel rooms with main switch gear and MCC's for process utilization.

By NEC what part of the above circuit would be considered the actual service, feeders and branch circuits?
