Clearance requirements for noncombustible fireplace mantels

Does NFPA have any mantel clearance requirements for non-combustible materials?  I am looking at a steel mantel.  One vendor specifically says "Due to its steel construction, this shelf has no restrictions regarding combustible clearance, so you’ll be able to mount the shelf above your fireplace without worry."  A 2nd vendor says you still must meet the combustible materials requirements.
