A small church being required to build a 1 hr fire rated wall between occupied space and construction area

Our building type is 5b, no sprinkler system and exterior walls are not fire rated.  We don't see the our occupied area is more hazardous than the construction area.  Furthermore, there is NO sanctuary occupation while construction is occurring.  Conversely, Sunday morning when the sanctuary is occupied there is no construction taking place.  Construction is basic carpentry and will last only about 6 weeks. A  large amount of the material being used is fire rated.  No "Hot Work" is occurring.  How should we approach the inspector to ask for reconsideration, do we have a good case???? #Help with your advice#
