I don't understand your question. Can you possibly rephrase the question? 110.2 doesn't say anything about qualified persons. This is what it says:
110.2 Approval. The conductors and equipment required or
permitted by this Code shall be acceptable only if approved.

Informational Note No 1: Content of the training could include one or more of the following: course syllabus, course curriculum, outline, table of contents, or training objectives.
Informational Note No 2: Employment records that an employee has received the required training are an acceptable means of meeting this requirement.
To specifically answer your question you can assess an employees knowledge through observations, task demonstrations, training material evaluations, interviews...many many ways. If you are the employer it is required that the employee be trained in any task that you ask them to perform, so begin with assembling as list of tasks that the employee is or might be asked to perform. It is of vital importance to understand that the training requirements and designation of qualifying an employee strictly pertains to the employee being trained on the hazards associated with the task/s being performed on the the specific equipment that he will be working on. Although some equipment may be similar in construction and in the installation, the system configuration that the equipment is installed in and the maintenance condition of the equipment can greatly vary. That being said, online assessments may be a good tool to get an idea of an general knowledge about a given subject, it cannot be use alone to qualify an employee for every task on all equipment in every installation.
