Design with Foam Monitors

I have a question about design:

when a system is designed to cover the area of a dike, and we have selected to do it with 
monitors as the primary method of protection, and a 500 gallon nozzle with a 4 "inlet and a
2.5" outlet is chosen, in reality it continues to consume 250 gallons per minute of water (assuming
that this is the discharge of water without the nozzle)
and 500 foam discharge?
In other words, I would like to know if the coefficient of expansion is already given by the 
parameters given by the manufacturer in the technical sheet?

I basically need to know how much AFFF agent I should use to cover the area
