Is it necessary, based on the NFPA standards, to have a cover on any fuse box or main breaker panel where the electrical components are hidden behind the metal panel but the horizontal switches are exposed?
NEC 2017 section Part III "Enclosures:"
Section 240.30(B) "operating handle"
"...The operating handle of a circuit breaker shall be permitted to be accessible without opening a door or cover."
