A 70,000 sq ft rack storage warehouse is being built with sprinklers at the ceiling and in-rack sprinklers in the racks. How many sprinkler systems need to be installed in the warehouse?
In order to answer your question with accuracy, more information is needed. Occupancy, building materials, exposure to other building that may represent a fire threat, how storage is handled, packing of storage, etc.
However, NFPA 13, 2019 edition, section 4.5 System Protection Area Limitations:
"4.5.1 The maximum floor area on any one floor to be protected by sprinklers supplied by any one sprinkler system riser or combined system riser shall be as follow:
(5) In-rack storage: 40,000 sq ft."
So, you will need at least two system risers or combined system risers for the warehouse being built.

You would need at least 2 systems per NFPA 13 sec. 4.5.1. Each system may share the protection of warehouse and in-rack respectively. This is a general requirement. However I would also check NFPA 13, chapters 20 through 25, which may indicate specific requirements depending on all the factors that concern storage. (high piled, low piled, type of rack, type of commodities, etc).

Mr. McCormick, as you consider the size of the storage area to be protected, you will find the answers you are looking for within NFPA 13. I am referencing the 2013 edition as most AHJ's in my area are still using this edition.
220.127.116.11 (4) Storage - High pile storage (as defined in 18.104.22.168) and storage covered by other NFPA standards - 40,000ft².
