Appliance wiring and the NEC

I have a question about appliance wiring, which according to UL is outside the scope of the NEC. My question is when does appliance wiring become inside the domain of the NEC?


Here is a scenario: appliance wiring needs to be run from the control cabinet to special equipment. 


If the appliance wiring is run in conduit in the slab, according to the NEC -- that is a "wet" location. However, according to UL, appliance wiring outside the domain of UL, so would the appliance wiring have to be rated for a "wet" location to comply with the electrical code?
