Self latching doors

One of our newer inspectors was looking for the proper citation regarding a door to a boiler room not having a latch. For some reason I thought, OK, easy, it's right here... But alas, it isn't right there. I can find specific chapter requirements in most residential type occupancies and under smoke partitions (8.5.4.3), but not in most other occupancies or rated doors? I went n NFPA 80 thinking they might require latching for the rating, but they do not unless it's an access door. So then the protection is part of the closure device that maintain the minimum psi of closing force?
