What PPE is Required and used during a Zero Energy Verification

As it pertains to NFPA 70E's requirement of placing a device, piece of equipment etc in a "Electrically Safe State", you turn off a breaker to a light switch or outlet. The next step is to verify via a meter that the voltage is absent. This requires you to break the Arc Flash boundary of 18" per table 130.5. Is there anyone out there that has run calculations on 110/ 120 powered systems where the boundary is less? If not does anyone have recommendations on what PPE should be worn to verify zero? V-Gloves, Faceshield, Arc Flash PPE/ Jacket/ Sleeves etc. Seems like a it would not warrant that level but everyone I have spoken to says yes it does but most of the (New and Commercial) construction industry is not adhering to it. Any advice would help...............
